Aspen

Major downtown zoning changes approved by council

Aspen City Council set a two-story limit on new development downtown, capped building heights at 28 feet and sharply limited residential development in the commercial core and surrounding business district.

 

The 3-1 vote to approve the amendments reverses regulations adopted nine years ago that spurred major redevelopment of the downtown core. The era of three-story, mixed-use buildings topped with a penthouse condominium appears to be over.

 

The zoning approved on April 2 is significantly more restrictive than what was being proposed by the city’s planning staff. Staff recommended lowering current height allowances by 4 feet — to 38 and 36 feet respectively in the core and surrounding C-1 district — while also reducing allowances for free-market residential development.

Council instead adopted the larger rollbacks proposed by Mayor Mick Ireland. Plans call for amendments to the new rules at a later date to set the terms for taller, three-story buildings.

 

Along with Ireland, councilmen Steve Skadron and Torre supported the changes. Derek Johnson opposed. Adam Frisch was not in attendance.

 

City lifts rental limits, requires registration, taxes and management

The city of Aspen lifted limits on the number of times homeowners are allowed to rent their properties as tourist accommodations. At the same time, the City Council agreed to new rules requiring owners to register with the city and pay sales and lodging taxes. The revised rules also require that a property manager or someone else be on-call to deal with any issues that might arise with renters.

 

City Finance Director Don Taylor said the city is missing out on at least $100,000 annually in revenue that is not captured because of people renting their properties under the radar.

 

Sheriff among those victimized in credit card fraud

Local law enforcement is working with the Secret Service and the FBI to solve more than 100 credit card fraud cases reported in the last month in Aspen and Pitkin County.

Pitkin County Sheriff Joe DiSalvo was recently victimized, after his card number was duplicated onto a new, fraudulent card and used in Los Angeles. Several city employees’ purchasing cards, known as “p-cards,” have been compromised recently as well.

Police believe the fraud is perpetrated by organized crime organizations from outside of the country.

 

Lodging numbers strong through February

Aspen’s lodging occupancy in February was 69.5 percent, or slightly down from a year ago. But Snowmass Village, with 63 percent occupancy, saw a year-over-year increase of nearly 16 percent. The improvement was driven in part by last-minute bookings and aggressive pricing offered by lodges. 

Looking toward the summer, Stay Aspen Snowmass has more revenue on the books for the summer season at this point in the year than it has since 2007.

 

New Jewish community center under way

Leaders from the Chabad Jewish Community Center at Fourth and Main broke ground on a new 16,000-square-foot, three-level building last month. The building will house a new sanctuary, preschool, lecture-hall and banquet room. Classrooms and other spaces will be available for a variety of uses. The basement will have a library and a mikveh, a bath used for ritual purposes.

 

The L'Auberge d'Aspen cabins that currently occupy the site will be relocated.

 

Governments, chamber pitch in for X Games bid

The Aspen City Council and Aspen Chamber Resort Association agreed to pitch in $275,000 annually over the next two years to bolster the Aspen Skiing Company’s cash incentive for ESPN to keep the Winter X Games at Buttermilk. The city will contribute $125,000 and the chamber's share will be $150,000. Previously, the chamber did not provide cash for the event.

 

The Elected Officials Transportation Committee also agreed to double support for transportation the Winter X Games, to $100,000.

 

Housing authority grants reprieve to one tenant, evicts another

The Aspen/Pitkin County Housing Authority (APCHA) board gave cancer survivor Heidi Mines four additional months to find a job before evicting her.

 

Mines has not worked for most of the last four years, beginning with her breast cancer diagnosis in October 2007. She said that by the time she was well enough to work again, the recession made it impossible to find a job.

It is the second such case to go before the board this year. In February, the housing board gave Susan C. Johnson a month to find employment. After she failed to do so, they evicted her.

 

Free bus service between Aspen and Snowmass set to be cut

Budget woes have elected officials considering an end to year-round free bus service between Aspen and Snowmass Village. The free ride program has been extremely successful in attracting new ridership, which risen 50 percent on the route since 2008. Previously, the ride between Aspen and Snowmass cost $3. Free service would continue during the winter and summer tourists seasons.

 

United Airline pricing up steeply in upcoming season

The price of flying out of Aspen this spring has risen sharply thanks to the end of Frontier Airlines’ local service.

For people traveling in May, a one-way ticket between Denver and Aspen on United were recently priced at $214.80, considerably more than in recent off seasons when Frontier was also flying. United’s Denver-Aspen leg is the only commercial flight from mid-April through mid-June.

 

American Airlines, which began service to Aspen this winter, is suspending operations from April 2 to June 14.

 

 

 

Snowmass Village

Retail shakeup in Silvertree storefronts

Some of the current business in the Silvertree building at the Snowmass Mall will not be offered new leases after their current ones expire on April 15.

 

The Snowmass Bakery and Cafe is losing its lease after nearly 20 years at that location. Cool Dog Sunglasses will also be vacating its storefront on the Mall.

A spokesman for the building’s owners, Starwood Capital Group and Wasserman Real Estate Capital Group, said retail spaces in the mall are up for bid by prospective tenants, and that no space is guaranteed for renewal just because a previous business has been there for years.

 

Base Village No. 1 priority in online survey

Snowmass Village residents indicated in a recent online survey that their top priority for the community is completion of the Base Village project.

 

Next on the list are economic stimulus during ski season and continued free bus service to Aspen as particularly important issues.  Other high priority projects include improving pedestrian access and safety throughout the town and construction of a round-a-bout at Wood Road and Brush Creek Road.

The survey yielded only 202 responses from full-time and part-time residents; 86 were year-round residents living in town 10 or more months per year, 59 were seasonal or part-time residents, 35 were non-resident owners of business or commercial property.

 

Blazing Adventures launches 2012 raft season — two months early

Blazing Adventures launched its first raft of the season March 24,  marking the earliest launch date in more than two decades. Typically, the Snowmass Village based river guiding service doesn't hit the river until May.

The company ran the rapids through Glenwood Canyon on fourth weekend of March. River levels were approximately 1,200 cubic-feet-per-second through the canyon, which is high for this early in the season.

 

“Digging Snowmastadon” book a hit

A book signing in Snowmass Village featuring the paleontologists who oversaw the historic dig that unearthed thousands of ice age bones at Ziegler Reservoir drew nearly 500 people last month..

Kirk Johnson and Ian Miller of the Denver Museum of Nature & Science spoke at the Silvertree Hotel about “Digging Snowmastodon: Discovering an Ice Age World in the Colorado Rockies,” published last month by People’s Press. The 141-page account is illustrated with photos and colorful stories about the dig.

TOSV resisting JAS fee waiver

The Town of Snowmass Village has yet to act on a request by Jazz Aspen Snowmass to waive the $45,000 annual charge to cover public safety and transportation costs associated with the Labor Day Festival. The town currently contributes $150,000 as one of the sponsoring organizations.

RFTA faces stiff opposition to El Jebel plan

The Roaring Fork Transportation Authority’s plan for a transit center in El Jebel faces stiff opposition from dozens of residents concerned about impacts that include paving over a portion of Crown Mountain Park and rerouting traffic to the edge of the Sopris Village neighborhood.

Eagle County, citing the bus stop parking lot and planned recreation center, plans major realignments of Valley Road and El Jebel Roads through RFTA's proposed parking lot, through a corner of the Sopris Village playground and along the edge of Crown Mountain Park, south of an existing county office building.

 

RFTA’s 90-vehicle parking lot and bus stop west is planned for the former site of Weigner's, Cilantro and Mermaid's, west of Orchard Plaza.

 

Sale of Forest Service property canceled after rare plant discovery

Following the discovery of a threatened plant species, the U.S. Forest Service is scrapping plans to sell 40 acres of riparian land along the Roaring Fork River in El Jebel.  The USFS still plans to sell 28 acres of pasture and housing in the area, across from the Summit Vista subdivision.

 

Hydroelectric plant goes online without controversy

Basalt recently completed a micro-hydroelectric plant that will generate power for as many as 40 homes in the town. The town government teamed with Holy Cross Energy to take advantage of water piped down from Basalt Mountain to the town's treatment plant to produce power. The system will generate roughly 300,000 kilowatt-hours annually.

 

Basalt economy weak in January

Sales tax collections in Basalt in January were down slightly — 0.33 percent — from the same period last year, reversing the strong trend upward in December.

Restaurants with bars showed strong growth, with sales increasing nearly 10 percent from January 2011. Retail sporting-goods shops logged an 11 percent gain in sales. Grocery stores and other retail food sales were up 1.75 percent. But retail stores took a beating, down 13 percent.

Community garden, bike park planned next to Basalt High School

Basalt and Pitkin County plan to dedicate an acre of the open space parcel adjacent to Basalt High School for community gardening, and use another acre for a BMX bike track. They are also planning a Nordic skiing circuit and a new trail to Light Hill. The two governments purchased the land in 2010 and named it “Grace-Shehi Meadows.”

 

 

Pitkin County

Opposition calls for smaller airport plan

A group led by a former local aviation official opposes the draft Aspen/Pitkin County Airport master plan that would nearly double the size of the terminal, develop a private aviation center and large hangers off Owl Creek Road, and build a 1,300-car underground parking garage.

Citizens For Responsible Airport Development, led by the former longtime fixed-base operations manager Cliff Runge, said in a letter to the county “we believe that what is happening (and about to happen), at the airport is out of control.”


The group maintains the new terminal and parking garage would be bigger than necessary and that the accommodations for private planes on the Owl Creek side of the airport would be way out of scale, ruining the views toward Burnt Mountain.


Suety land swap: Pitkin County wants meeting

The Pitkin County commissioners hope to meet with the Wexner family about a proposed land swap that would privatize more than 1,400 acres of federal land at the base of Mount Sopris.

In exchange for BLM land that surrounds their ranch, Leslie and Gail Wexner have offered the 557-acre Sutey Ranch across Highway 82 from Carbondale, and a 117-acre parcel at the base of the Crown that is popular with mountain bikers.

 

The county and the couple have been at loggerheads for some time. Two years ago, the commissioners formally opposed the deal. Then last year the Wexners outbid Pitkin County Open Space and Trails for a coveted property that contains a key right-of-way for the trail that the county department is working on along the Crystal River.

 

Pitkin County puts money toward Eagle County open space

Despite objections from nearby residents, Pitkin County Open Space and Trails hopes to use 145 acres of jointly purchased open space along Hook Spur Lane for backcountry access, community farming activities and parking.


Area neighbors focused their criticism of the plans on the prospect of increased traffic and mountain bike activity. Commissioner George Newman — an Emma resident —noted that similar concerns over Fihola Meadows along the Crystal River were successfully handled through a management plan that included neighbors and critics.

 

County to protect Roaring Fork with ABC upgrades

Pitkin County commissioners shot down a proposal to discharge runoff from the Aspen Business Center directly into the Roaring Fork River.

Consultants from Denver-based JR Engineering proposed piping water from the ABC’s streets straight into the river as part of a larger plan for infrastructure upgrades.

The commissioners directed county engineers to prioritize the drainage plan, and find a way to filter the water naturally, with a settling pond or wetlands, before it gets to the river.

East of Aspen Trail will soon link to Difficult

The popular East of Aspen Trail will extend all the way to Difficult Campground before summer's end. Difficult Campground, the largest Forest Service campground in the Aspen vicinity, is located about five miles southeast of town, near the base of Independence Pass.

 

Dwight Shellman, controversial former county commissioner, dies

Dwight K. Shellman Jr., the former Pitkin County commissioner who in the 1970s helped enact groundbreaking rules to keep development in check, died at his home of 40 years near Woody Creek.

 

Along with fellow Commissioner Joe Edwards, Shellman enacted growth-control rules that prevented the sort of sprawl here that is typical around the country. The controls down-zoned rural lands, regulated the pace of development, and required developers to pay for their impacts.  Their work remains at the foundation of the county's land-use code today.

 

Shellman is also credited with helping establish the bus system that led to the current Roaring Fork Transportation Authority.

 

USFS rejects year-round mining on Avalanche Creek

An alabaster and marble mine in the Crystal Valley won't be allowed to operate year-round because of the potential effects on bighorn sheep, the U.S. Forest Service announced last month.

The decision allows the White Banks Mine to operate between May 1 and Nov. 30. IOn-site camping for miners won't be allowed and no additional buildings can be constructed.

The White Banks Mine is about 11.5 miles south of Carbondale, at the confluence of Avalanche Creek and the Crystal River. It is the last working mine in Pitkin County.
